San Francisco A financial services company ranks at the bottom of a new report, ranking the best and worst cities in the country.
Wallethub report It measures “the effectiveness of local leadership” by “determining the operational efficiency of the city.” Of the 148 cities studied, San Francisco is 148.
“We can understand how city officials manage and spend public funds by comparing residents to the quality of service for the city’s overall budget,” wrote Wallethub Finance Author Adam McCann.

Each city is divided into 6 service categories based on 36 indicators, including financial stability, education, health, safety, economy, infrastructure and pollution. These are based on the city’s per capita budget.

The next worst cities after San Francisco are Detroit (No. 147), Oakland (146), New York City (145th), Philadelphia (144th) and Baltimore (143rd).
According to Wallethub, the best city is Provo, Utah. McCann believes economic growth is “hard to ignore”, low crime and unemployment and a clean road.
