Barr’s amendment will clarify: “If the person is born of a U.S. parent, a person can only be considered ‘under U.S. jurisdiction’, where one of them is – (1) a U.S. national – (2) a law of a law firm residing in the U.S.; (2) a lawyer’s actions in the U.S. compared with the law law law; or (3) a law firm’s status; or (3) a law firm’s status.
