Yona Schiffmiller, research director at NGO Monitor, told Fox News Digital, “The UK document clearly refers to Gaza-based MOSD. If the program is coordinated only with Ramallah, it is not clear why the specific Gaza risk is marked.”

UNICEF’s March 2024 report noted that more than 540,000 Gazans were supported after the October 7 attack and supplemented the partnership with MOSD “helps to ensure access to the social registry and leads to the target of the most vulnerable families.” NGO’s monitor noted that MOSD in Gaza was led by Ghazi Hamad, a Hamas Politburo member, approved by the U.S. Treasury Department in 2024.

The NGO Monitor report further details how MOSD is run by senior Hamas officials, including Ghazi Hamad, who publicly praised the October 7 massacre and was approved by the U.S. Treasury Department in November 2024. Another top MOSD figure, Mohammed Al-Araeer, has glorified many terrorist attacks on social media, attacking social media, and praised Commander Hamas.

The dispute unfolds against the backdrop of rising diplomatic tensions. Last month, Britain suspended trade talks with Israel on the grounds of humanitarian concerns. Foreign Minister David Lammy criticized the Israeli government’s actions in Gaza and called for the restoration of aid and electricity.
NGO Monitor said the debate highlighted the urgent need for a new international mechanism to monitor the delivery of aid in Gaza, which bypassed Hamas-controlled institutions and ensured that civilian aid was protected from exploitation.
