First on Fox: The U.S. Department of Education announced Tuesday that the University of Pennsylvania has agreed to a resolution with the president Donald TrumpIn a statement to Fox News Digital, the government aims to separate biotrans athletes from the women’s sports.

According to the DOE announcement, the following lawsuits will be taken under UPenn’s new agreement:
- UPENN will restore all personal Upenn Level I swimming records, titles or similar recognitions for female athletes that are allowed to be stolen by male athletes who compete in the female category;
- Upenn will issue a public statement to the university community that it will comply with Title IX and that Upenn will not allow men to participate in women’s sports or occupy Penn Athletics female intimacy facilities;
- The statement will state that UPENN will adopt a biologically based definition of the terms “male” and “female” in accordance with Chapter IX and will be in line with President Trump’s execution order “defending women from the defense of gender ideological extremism” and “disengage men from the women’s movement”;
- Upenn will issue a statement at its main website and at famous locations on women’s track and field on each of its websites;
- Upenn will revoke any violation of Title IX guidance, delete or modify any internal and public statements or documents that are inconsistent with Title IX, and notify all such retirees of all employees and women track and field sports; and
- Upenn will send a personalized apology letter to each affected female swimmer.
U.S. Secretary of Education Linda McMahon attributed Trump’s resolution.
“Thanks to President Trump’s leadership, Upenn agreed to apologize for his past IX violations and ensure that women’s sports are protected for future generations of female athletes in college,” McMahon said in a statement.
“Today, not only at the University of Pennsylvania, but also for women and girls across the country. The ministry commended Upenn for correcting its past harm to women and girls, and we will continue to work tirelessly to restore the proper application of IX and to implement it to the greatest extent of the law.”
Former UPENN women’s swimmer Paula Scanlan was Thomas’ first teammate on the women’s team, and he spoke out to the school as he allowed the situation to play.

“I deeply thank the Trump administration for its firm protection for women and girls and for restoring our due honor,” Skenland said.
“It is precisely because of their strong leadership that my alma mater now knows it has no choice but to start reforming its policies to safeguard women’s rights. Today, this marks an important step forward in fixing past abuse of female athletes and forging a future where sexism no longer limits girls’ potential.”
Scanlan isn’t the only yelling among Thomas’ former teammates.
Three other former Upenn swimmers File a lawsuit On February 5, Trump signed an executive order to “release men from women’s movement” to the university on February 5.
The lawsuit seeks to withdraw Thomas’ praise and reassign to female swimmers competing with athletes, accusing university administrators of suggesting that any female swimmer who opposes competing with Thomas have “psychological problems” and refer it to the school’s LGBTQ center.
The Trump administration later frozen $175 million in funding for the school on March 20. Then, on April 28, the Ministry of Education’s Civil Rights Office announced the investigation that Upenn did violate IX when dealing with Thomas’ situation.
Thomas Saga at the 2022 NCAA Championship is largely considered a cultural turning point about trans athletes in women’s sports. At the time, Riley Gaines, a well-known conservative activist, was just a dental student and had to hold a tie with Thomas in the NCAA Championship.
Since then, Gaines has led the entire political platform, focusing on integrating men into the integration of women and women’s movements, thanks to her experience competing with Thomas in 2022.
