Openai said on Thursday it will launch an interstellar AI data center in Norway, the first time it has entered Europe with such a project.
British company NScale will design and build the site as part of a 50-50 joint venture with Norwegian energy infrastructure company Aker.
OpenAI will be the so-called “deputy” in the project, which means it will effectively purchase capabilities from data centers.
Openai said in a press release that the website aims to deliver 100,000 NVIDIA graphics processing units (GPUs) by the end of 2026, “intention to expand heavily in the coming years,” Openai said in a press release. The two companies said the data center will be based entirely on renewable energy and have a capacity of 230 megawatts, making it one of Europe’s largest capabilities.
NVIDIA’s GPUs have become the chip choice for data centers because they are able to handle large AI workloads.
For the Norwegian project, NSCALE and AKER are respectively committed to the initial 20MW phase of the project. The location will be located in Kvandal outside Narvik in northern Norway. The two companies said the region is characterized by “rich hydropower, low local power and limited transmission capacity”.

Openai hopes to adopt this initiative globally. In June, the company and its partners announced plans to develop The UAE’s Star Gate Campus.
Meanwhile, Europe has been pushing the concept of “sovereign artificial intelligence”, requiring data centers and AI workloads to be on European soil.
